Quick Answer
- Windows 11 setup pushes you to sign in with a Microsoft account and connect to the internet, but you can still create a local account in 2026.
- The old
oobe\bypassnrocommand was reportedly removed from some builds, so it may fail on your PC. - The registry version of BypassNRO, the
ms-cxh://LOCALONLYcommand and a custom USB made with Rufus were reported to work on Windows 11 24H2 and 25H2. - On Windows 11 Pro, “Domain join instead” is another way to get a local account.
- If Windows is already installed, you can switch from a Microsoft account to a local account in Settings > Accounts > Your info.
- Microsoft does not support these tricks, so they can stop working after any update.
Many people want a simple local account on Windows 11 without handing over an email address. Microsoft has made that harder. Setup now asks for internet and a Microsoft account on a fresh install. This guide covers what still works, what stopped working, and how to switch if Windows is already set up.
Do you really need a Microsoft account for Windows 11?
Microsoft’s own position is that Windows 11 setup should use an internet connection and a Microsoft account. Windows Latest tested this in October 2025 after Microsoft confirmed it. The company has also been removing the shortcuts people used to skip it.
That does not mean a local account is impossible. It means you need a method that still works on your version of Windows. Before you start, check that your PC meets the Windows 11 system requirements.
What changed with oobe bypassnro
oobe\bypassnro was the most popular trick. You pressed Shift+F10 during setup, typed the command, and an “I don’t have internet” button appeared.
Two things are reported:
- Pureinfotech says the direct command can no longer be used, but a registry version of the same setting still works on 24H2 and 25H2.
- An ElevenForum thread says the script was removed in Windows 11 26H2 build 26300.8289. Other users in the same thread say the command is still there on build 26300.9711. That is a conflict, so treat the status as unclear.
If you are on the newest build, our guide to the Windows 11 26H2 update explains what is new.
Method 1: BypassNRO registry command
Pureinfotech reports that this works on Windows 11 24H2 and 25H2.
- On the first setup screens, press Shift+F10 to open Command Prompt. On some laptops, use Fn+Shift+F10.
- Type this command and press Enter:
reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE /v BypassNRO /t REG_DWORD /d 1 /f - Type
shutdown /r /t 0and press Enter. The PC restarts and setup begins again. - On the network screen, choose I don’t have internet, then Continue with limited setup.
- Enter a user name and password for your local account.
Method 2: Developer Console command
This is reported to work on 24H2 and 25H2.
- When setup asks you to sign in, press Ctrl+Shift+J.
- In the console that opens, type
WinJS.Application.restart("ms-cxh://LOCALONLY")and press Enter. - Setup restarts and shows a local account screen.
ElevenForum users also mention a related command: press Shift+F10 and type start ms-cxh:localonly. One commenter says it helped them skip setup. Treat this as user reports, not a tested guarantee.
Method 3: Rufus USB installer
If you install from a USB drive, Rufus can remove the account requirement when it builds the drive.
- Download Rufus and the Windows 11 ISO.
- In Rufus’ Windows options, tick both “Remove requirement for an online Microsoft account” and “Create a local account with username.”
- Finish making the USB drive and install Windows from it.
Pureinfotech reports that ticking only the first option failed. Ventoy’s bypass option was reported not to work.
Method 4: Unattended answer file
An unattended answer file (autounattend.xml) lets you choose an offline local account before installation. Pureinfotech reports that a file made with the Schneegans generator worked on 24H2 and 25H2. Copy the file to the root of your USB drive and install as normal. This is more technical, so use it if the other methods fail.
Method 5: Domain join on Windows 11 Pro
On Windows 11 Pro, choose Set up for work or school, then under sign-in options choose Domain join instead. This creates a local account. It is reported to work on Pro only, not on Home. An ElevenForum user says this button still works.
How to switch from a Microsoft account to a local account in Windows 11
If Windows 11 is already installed and you signed in with a Microsoft account, you can switch to a local account without reinstalling.
- Open Start > Settings > Accounts > Your info.
- Under Account settings, click Sign in with a local account instead.
- Confirm it is you. Windows may ask for your PIN or password.
- Enter a user name, a password and a password hint for the new local account.
- Click Next, then Sign out and finish.
- Sign in again with your new local account details.
The button names can differ a little by Windows 11 build, so look for wording close to these steps. Your files stay in place, but some apps and settings are affected, as explained below.
Can’t switch to a local account on Windows 11?
If the option is missing or greyed out, these are the common reasons:
- Work or school account. The option may not appear if your PC is managed by an organization.
- Your build does not show it. Wording and menus change between versions of Windows 11.
You can try this workaround instead: open Settings > Accounts > Other users, click Add account, choose I don’t have this person’s sign-in information, then Add a user without a Microsoft account. Create the local account, change its type to Administrator, sign in to it, and then remove the old Microsoft account from the same Other users page. Back up your files first, because deleting an account can delete its data.
If neither method works, use one of the clean install methods above.
What you lose without a Microsoft account
A local account works fine for most daily use. But you may lose easy sync for OneDrive, Microsoft Store purchases and settings, and some apps may ask you to sign in again. Device encryption recovery keys are normally saved to a Microsoft account, so keep your own copy of any recovery key. You can add a Microsoft account later if you change your mind.
What to do if bypassnro is not working
- Use the registry version in Method 1 instead of the plain command.
- Try the Developer Console command in Method 2.
- Build a USB with Rufus and tick both options.
- Check that you are not on a build that dropped the script. If something else breaks after a major update, see our notes on Windows 11 update issues.

Yes. Methods such as the registry BypassNRO tweak, the Developer Console command and a Rufus USB were reported to work on 24H2 and 25H2. Microsoft does not support them.
Does oobe bypassnro still work?
It is disputed. Pureinfotech says the direct command no longer works but the registry version does. An ElevenForum thread says it was removed in 26H2 build 26300.8289, while other users say it still works on build 26300.9711.
How do I create a local account in Windows 11?
Use one of the setup methods above, or switch later from Settings > Accounts > Your info.
Does this work on Windows 11 Home?

Is it safe to use a local account?
Yes, but keep your own backup of your BitLocker or device encryption recovery key, and use a strong password.
Will Microsoft block this in the future?
It might. Microsoft has already removed several shortcuts, and one forum post expects more changes in 2027.
